Tato evropská norma specifikuje minimální požadavky na propojení a komunikaci v systému přivolání pomoci. Systém přivolání pomoci poskytuje 24 hodinovou pohotovost pro aktivování poplachu, identifikaci, přenosu signálu, přijetí poplachu, záznam a obousměrnou hlasovou komunikaci k poskytnutí jistoty a pomoci lidem žijícím doma v uvažovaném ohrožení. Propojení v systému přivolání pomoci využívá drátových přenosů, např. pronajaté linky, pevné drátové propojení, vedení optickými vlákny nebo bezdrátových, např. rádiovou síť, buňkový systém, infračervený přenos.
